COVID-19 5 Star 
Certification Program 

The program encourages businesses to implement safety measures beyond what is already required by public health orders and guidelines. Depending on where Pueblo County falls on the COVID-19 dial, certified businesses can accelerate their reopening and are eligible for less restrictive capacity caps. 
The program is completely voluntary and also serves as an expanding directory of establishments recognized for their efforts to keep their communities safe and open.

How it Works

Review the program docs and guidelines to ensure your business meets the criteria.

When applications are open, fill out and send in your application along with your safety and prevention plan.

Review

The Certification & Inspection committee will review your application and schedule a site visit to review.

Certification

Businesses who meet all the criteria may be awarded the 5- Star Certification and are added to our online listings.

State Approval

Certification depends on the state's approval and the current COVID-19 status in Pueblo County

Ongoing Compliance & Certification Status

Compliance: Once a business receives the 5-Star Certification, it will be routinely evaluated, ensuring continued adherence to the standards and criteria needed to be a “5-Star” Business under the Variance Protection Program (VPP).  

Certification Status: The state of Colorado must approve Pueblo County before any business is granted certification into the 5-Star program.  Certification is dependent on Pueblo County's COVID-19 level on the state's dial in addition to other criteria. Certification in the 5-Star Program is not guaranteed and may be suspended at any time if the numbers in Pueblo County increase to a higher risk level on the COVID-19 dial or if the state of Colorado removes Pueblo County from the program.

State Application Status: The state of Colorado has approved Pueblo County for the program. 

Local Business Application Status: The City & County of Pueblo is now accepting applications to join the COVID-19 5 Star Certification Program. There is no cost to apply. 

Prepare your business for certification by:

Frequently Asked Questions

1. Is Pueblo County approved for the program?
As of 1/26/21, Pueblo County is APPROVED. Any business with 5 Star Certification may operate in the blue level beginning 2/6/2021.

2. Does my business need to provide proof of proper ventilation under the state requirements?
Business will be required to provide some type of receipt for service detailing what was done, or an HVAC representative can certify compliance during a site visit.

3. Do customers have to wear their masks in between eating or drinking?
Wearing masks is a requirement by the State of Colorado and must be enforced. Wearing masks should be encouraged when speaking with employees or staff but is not required once some type of food or beverage service is provided at the table. Masks must also be worn when moving around the business.

4. How are businesses required to screen customers for symptoms, perform temperature checks or ask questions?
Only the health questions are required. It is recommended, not mandatory to take temperatures if businesses can do so.

5. What is required to record a customer's name and what about parties with multiple people?
Only the head of the party must be documented along with the size of the party. This information must be retained for 30 days.

6. Does my business need to adhere to the 10' distance between tables in the 5 Star Program?
Once Pueblo County is no longer in the red level, the distance requirement between tables is reduced to 6'.

7. Do bars need to offer food to be in the 5 Star Program?
A bar may operate under the current Level of the public health order if they offer food from a licensed retail food establishment. The patrons of the bar do not need to be actively eating for the bar to be open. The bar is only required to offer food from that restaurant establishment and can only serve alcohol while the restaurant is offering to serve food in the establishment. Under Level Orange last call for restaurants and bars is 10 pm. A signed agreement between the bar and food service establishment is required and should be submitted with the program application.

» Basic Overview of 5-Star to help business owners fully understand the program.

» We will Review the different Covid Wheel Levels and explain how the 5-star program works with each level.

» Explain and Review the Certified Qualifications for businesses.

» Review the application process and give guidance.

» Review the BERT Safety Plan Template and give guidance for completion.

» After class business owners will go back to complete application and safety plan template and then call the SBDC and schedule a virtual appointment with our consultant to review documents before submission to the state.
